No one wants to know about inconsiderate dog owner

• I AM a housing association tenant living in Royal College Street.
This property has enormous potential but is being let down by the association.
My major problem is that someone owns a dog and lets them foul right outside my ground-floor window.
It’s always the same dog and the same person and the housing association has done nothing. Many times, when I’m just about to serve breakfast, this dog comes right outside our window and fouls.
I have politely approached the owner of the dog repeatedly and have pointed the problem out to her. She always seems very surprised. She eventually cleans it up and the situation occurs again soon after.
My question is: where do I take it from here? The situation has been going on since we moved into the property. I am aware that there are clear laws about dog fouling but when I have approached the council and housing association they just ignore it. This is a very serious issue as it is a health and safety hazard. There are plenty of children who play on the grounds and it’s not appropriate for a dog to be fouling everywhere.
