Are estate staff vetted?

• I WONDER how many tenants and residents are aware of the situation where security staff employed on many housing estates are not always vetted.
I’m aware of at least one estate near where I live in King’s Cross where staff are not, I believe, effectively security checked and may even have criminal records.
I have been seeking information about this situation from Islington Council but to date have had no satisfactory reply.
