Must buses drive on?

• ON an extremely cold and windy lunchtime, two ladies, one old (I would say mid-to-late 70s) and one mid-50s, were trying to catch the 274. Although they were between bus stops, the bus was stationary at a red light on the nearside lane and the road was deserted.
The driver could easily and safely have let them on. He clearly saw the ladies waving and jumping up and down but merely drove on. He is probably not allowed to pick up passengers between stops for “health and safety” reasons. But why not?
Does Transport for London think drivers are so stupid they have no common sense or judgment? And if so, why does it employ them in the first place? After all, as we saw last week, it is a vital job in keeping London ticking.
Perhaps if these people were given a sense of responsibility they would take more pride in their work,
