There’s no need to rubbish our waste services
• I WISH to assure your reader who wrote an open letter (Rubbish demand, November 14) that none of our residents is compelled to get up at 2.30am to put their rubbish out. It is true that there is a daily 3am rubbish collection in the road where Mr Zander lives.
Like our other collections in the early hours of the morning, this is aimed mainly at businesses.
Westminster City Council does not expect our residents to put out their rubbish in the early hours of the morning, and it is for this reason that we offer a further collection at 4pm every day.
In fact the City Council offers a total of 42 collections a week in close proximity to the road where Mr Zander lives, any of which he is welcome to use.
Half of these collections do not take place in the early hours, such as those which take place daily at 5pm and 6pm.
We do not think there is any excuse for people to dump their rubbish in our busy and congested streets at any time they wish.
Residents rightly complain if our streets are not kept to the high standard of cleanliness which is expected from Westminster, and for this reason we carry out regular daily rubbish collections.
However, we need everyone’s help to ensure that our streets are kept clean and tidy, and so we ask residents not to leave out their rubbish more than 30 minutes before the collection is due.
Mr Zander is right to say that the maximum fine for dumping waste is now £2,500. However, we would only use such a drastic measure as a last resort.
The Council would first seek to explain the rules to the individual responsible to make sure that they understood our requirements.
If problems continue, we could then issue a Street Litter Ticket, which is a fixed penalty notice of £80, reduced to £50 if paid within 14 days.
Only if these measures have failed would we resort to a fine.
